No Government Liability
No governmental agency, including but not limited to the Iowa Department of Transportation, the State of Iowa, or any county, city, or public body, bears any responsibility or liability for the operation, accuracy, availability, security, or output of DTCD. Users acknowledge that DTCD is a privately operated commercial product and that no governmental entity has any ownership, operational role, or oversight responsibility with respect to DTCD.
Data Feeds
WZDx data feeds and other data outputs generated by DTCD are provided as-is for informational purposes. They are not a substitute for field verification, professional engineering judgment, or compliance with the Manual on Uniform Traffic Control Devices (MUTCD), applicable state and local traffic control standards, or any other regulatory requirement. Users are solely responsible for all traffic control decisions and compliance with applicable standards.
AI-Assisted Features
AI-assisted features, including MUTCD sign recognition and automated documentation review, are decision-support tools only. They do not constitute professional engineering advice, are not safety-critical systems, and must not be used as the sole basis for traffic control decisions. Users must exercise independent professional judgment and verify all AI-assisted outputs before relying on them.

Founder
Matthew Miller, CPM — Founder
Matthew Miller is the founder of PurposeBuilt Systems and the creator of the Digital Traffic Control Diary (DTCD). A U.S. Navy veteran, he built PurposeBuilt as a Service-Disabled Veteran-Owned Small Business to bring field-grade, standards-native software to the people who run work zones.
He brings more than two decades of heavy-civil construction experience to DTCD — working as a flagger and a trained traffic-control technician, setting up traffic control in the field, and carrying hands-on inspection and auditing experience. He is also an FAA Part 107-certified drone pilot. These are the exact workflows DTCD is built around.
That field experience is paired with a background in transportation technology and digital project delivery, and he is a Certified Public Manager (Drake University).
Matthew founded PurposeBuilt to turn that field experience into practical, scalable tools — built around real work-zone workflows, open data standards (WZDx / CWZ 1.0, MUTCD), and defensible documentation.
