Minnesota traffic control documentation requirements
What Minnesota DOT asks a contractor to record about temporary traffic control, where that requirement comes from, and how strong the evidence behind it is.
What Minnesota requires
MnDOT TM 22-08-T-02: "As stated in CFR Title 23 Part 630, Subpart J, the road authority and the contractor shall each designate a trained person, at the project level, who has the responsibility and sufficient authority for implementing the TMP."
MnDOT TCS 2-day course is "designed to fulfill the language contained in MnDOT's Traffic Control Supervisor Special Provision 2563." Local agency adoptions of MnDOT specs (Bloomington, St. Paul) explicitly require: "The Contractor shall inspect, on a daily basis, all traffic control devices..."

Daily Entries + Smart Photo Capture produce the daily inspection and daily log required by MnDOT TC SP 2563. Certification Management tracks MnDOT TCS Certification (5-year recert).
What DTCD adds beyond the requirement
- AI safety analysis automates deficiency identification — exceeds the manual SP 2563 inspection requirement
- CWZ 1.0 feed publishes to MnDOT 511 system
- Detour Route Mapping handles TMP changes that SP 2563 requires marked up
On federal-aid work, 23 CFR 630 Subparts J and K apply whatever Minnesota specifies, with a compliance date of December 31, 2026 — the federal floor, explained. And after an incident the questions come from the incident, not the specification: 105 published judicial matters on that.
DTCD produces this record from the drive-through itself, and names the controlling Minnesota requirement on the generated PDF. Open a sample before deciding anything.

Draw the closure on a map and the builder reads the route, mileposts and county from Minnesota’s own public GIS, checks bridge clearance on the route and the detour, and exports a WZDx feature, a PDF or an email. It runs in the browser — nothing is submitted or stored.

Crews rarely work one state, and the record a neighbouring DOT expects is often named differently and cited somewhere else entirely. Here is how the states bordering Minnesota compare:
| State | Citation | Evidence we have |
|---|---|---|
| Iowa | Section 2528.01.C (Traffic Quality Control) | Contract-binding spec language |
| North Dakota | Not yet verified | Agency source, high confidence |
| South Dakota | Not yet verified | Agency source, medium confidence |
| Wisconsin | Standard Spec 643.3.1(5); Construction and Materials Manual 145.9.6 | Binding language identified |
