What Pennsylvania requires

Documented requirement

PennDOT Form CS-901 Work Zone Traffic Control Compliance Checklist documents long-term work zone traffic control compliance reviews; Publication 11 says verify CS-901 completed/on file and MPT checked twice daily on major projects.

What we checked, and what we found. We read PennDOT Publication 408, 2026 Initial Edition and found no provision requiring a daily traffic-control diary, log or inspection report in Section 901 (Maintenance and Protection of Traffic). That is a finding, not a gap in our research: in this state the documentation obligation appears to sit in agency manuals, forms and project special provisions rather than in the standard specifications. Check your contract's special provisions, which control.

How we know: Full-text search of PennDOT Publication 408, 2026 Initial Edition, covering Section 901 (Maintenance and Protection of Traffic). Re-searched 2026-09-05 with a corrected pattern that also matches verb forms (“Inspect … daily”, “Record inspections”); still no provision found. Verified 2026-09-05.

On federal-aid work, 23 CFR 630 Subparts J and K apply whatever Pennsylvania specifies, with a compliance date of December 31, 2026 — the federal floor, explained. And after an incident the questions come from the incident, not the specification: 105 published judicial matters on that.

DTCD produces this record from the drive-through itself, and names the controlling Pennsylvania requirement on the generated PDF. Open a sample before deciding anything.

Filing a work-zone request in Pennsylvania?

Draw the closure on a map and the builder reads the route, mileposts and county from Pennsylvania’s own public GIS, checks bridge clearance on the route and the detour, and exports a WZDx feature, a PDF or an email. It runs in the browser — nothing is submitted or stored.
