Colorado traffic control documentation requirements
What Colorado DOT asks a contractor to record about temporary traffic control, where that requirement comes from, and how strong the evidence behind it is.
What Colorado requires
Section 630.11 binds Contractor to designate certified Traffic Control Supervisor. CDOT TCS Endorsement + ATSSA TCS Certification required (CDOT or approved vendors, 2-day training + exam + in-field hours).

Daily Entries + PDF Diary Generation produce the daily diary CDOT Construction Manual implements. Section 630.11 TCS designation and certification tracked via Certification Management. Personnel Tracking documents TCS presence on-site.
What DTCD adds beyond the requirement
- AI safety analysis identifies compliance issues automatically
- CWZ 1.0 feed publishes to CDOT COtrip system
- Auto-Capture Signs automates device documentation
- Public Dashboard provides CDOT region engineers real-time visibility
- Detour Route Mapping handles MHT/TMP detour documentation
Note: "Daily diary submitted within 24 hours" language from older CDOT documentation has not been verified in current Section 630 — DTCD can satisfy whichever interpretation CDOT specifies.
On federal-aid work, 23 CFR 630 Subparts J and K apply whatever Colorado specifies, with a compliance date of December 31, 2026 — the federal floor, explained. And after an incident the questions come from the incident, not the specification: 105 published judicial matters on that.
DTCD produces this record from the drive-through itself, and names the controlling Colorado requirement on the generated PDF. Open a sample before deciding anything.

Draw the closure on a map and the builder reads the route, mileposts and county from Colorado’s own public GIS, checks bridge clearance on the route and the detour, and exports a WZDx feature, a PDF or an email. It runs in the browser — nothing is submitted or stored.

Crews rarely work one state, and the record a neighbouring DOT expects is often named differently and cited somewhere else entirely. Here is how the states bordering Colorado compare:
